Parking and Traffic Regulations
Pepperdine University’s Parking and Traffic Regulations are in place to provide a
safe, efficient, and organized environment for drivers and pedestrians to share the
road and parking resources throughout campus. Any person operating a vehicle on campus
is responsible for knowing and adhering to these regulations and procedures. Failure
to comply with these regulations is a serious concern, will be reviewed by appropriate
University personnel, and, among other potentials, may result in fines, disciplinary
action, and/or an impact on one’s eligibility to park/drive a vehicle on campus and/or
obtain/renew a parking permit. Please contact the Department of Public Safety if you

Section 1 – GENERAL INFORMATION
1.1 CALIFORNIA VEHICLE CODE ENFORCEMENT
The California Vehicle Code is enforced on all campus roadways, and all traffic and parking signs are enforced on campus. The Director of Public Safety, or their designee, is responsible for the implementation of all University parking and traffic regulations and may temporarily amend or suspend any regulation when conditions so warrant. As applicable and appropriate, regulations may be enforced by the Department of Public Safety, the California Highway Patrol, the Los Angeles County Sheriff’s Department, and/or other law enforcement agencies. University parking and traffic regulations are enforceable through verbal or written notification, citation, immobilization, and relocation or impoundment at the owner’s expense.The registered vehicle owner is responsible for any applicable citation fines or violations incurred on campus.
1.2 REPORT A CONCERN
Pepperdine community members may submit information about parking and traffic violations through the LiveSafe app. Parking and traffic violations submitted through the LiveSafe app may, as appropriate, result in the issuance of citation warnings or citations being left on a vehicle’s windshield by Public Safety personnel. If a vehicle is no longer present, Public Safety may follow up with the vehicle owner, which could result in a warning, citation, and/or disciplinary action.
1.3 ASSUMPTION OF LIABILITY
The University shall assume no liability or responsibility for theft, damage, or loss that may occur during the use of Pepperdine parking facilities or services. Individuals choosing to park on Pepperdine property do so at their own risk.
1.4 VEHICLE SERVICES
Under certain circumstances, vehicles on campus may be accessed and the contents inventoried. These circumstances include, but are not limited to, retrieval of University property; vehicles possibly containing a lost, stolen, fraudulent, or altered permit/pass; vehicles displaying a permit/pass assigned to another person or vehicle; or vehicles possibly involved in suspicious or criminal activity.
1.5 REVOCATION OF PARKING AND DRIVING PRIVILEGES
Pepperdine University reserves the right to revoke an individual’s campus parking and driving privileges while on University property.
1.6 EMERGENCY VEHICLE EXEMPTION
Vehicles operated by Department of Public Safety personnel, while performing their duties, are campus emergency vehicles as defined by the California Vehicle Code, and are exempt from the provisions of these regulations.
1.7 TAMPERING WITH PARKING AND TRAFFIC CONTROL SIGNAGE OR DELINEATORS
Removal, relocation, or tampering with any barrier, fence, delineation, A-frame, post, cone, sign, or other item placed for traffic or parking control is prohibited. Doing so may result in a citation or other disciplinary action. This applies equally to the restricted area of John Tyler Drive, which occurs each night from 10:30 PM to 6:30 AM.
1.8 USE OF RECREATIONAL DEVICES
Riding skateboards, hoverboards, roller-skates, inline skates, and razor scooters (or similar recreational devices) are prohibited on campus and may result in confiscation and/or disciplinary action.
Section 2 – VEHICLE REGISTRATION
2.1 VEHICLE REGISTRATION REQUIREMENT
All motorized vehicles on campus, including motorcycles, must be appropriately registered with Pepperdine University.
University students and employees must complete annual vehicle registration at this website. Registration requires WaveNet login credentials. Students are permitted to register one vehicle. Faculty and staff may register two vehicles without fee, with a $25 fee for each subsequent vehicle registered.
Wave Associates, Malibu Country Estates residents, campus vendors, and other affiliates should use this form to complete their vehicle registration.
2.2 VISITOR PASSES
For purposes of these regulations, a visitor is defined as any guest or visitor on campus not employed by, or enrolled, at Pepperdine University. A visitor is not an employee, student, or contract vendor driving an unregistered vehicle. Visitor passes can be obtained from a campus entrance booth. Visitors may park in any legal parking space on campus, with the exception of red zones, yellow zones, and blue-lined accessible spaces (unless displaying a valid DMV-issued accessible placard or license plate). Visitor passes must be hung from the vehicle’s rear view mirror with the “Visitor Pass”, facing out. Visitor passes are only valid on the day they were issued.
2.3 CARPOOL PASSES
Pepperdine employees and commuter students with a valid Commuter, Faculty, or Staff vehicle registration who are entering campus with two or more passengers may stop at the Seaver Drive or John Tyler Drive entrance booth and obtain a carpool pass. Commuter students may request carpool passes until 5:00 pm each weekday, and Faculty or Staff may request carpool passes until noon each weekday. Carpool parking areas are marked with green painted curbs and signs on Seaver Drive, Banowsky Boulevard, Presidents Drive, and Huntsinger Circle, unless otherwise specified. The Main Lot carpool area is designated for Faculty, or “F”, and “AD” permit holders. Carpool passes are only valid on the day for which they are issued. Carpool passes must be hung from the vehicle’s rear view mirror with the heading, “Carpool Pass”, facing out.
2.4 TEMPORARY PERMIT
Temporary vehicle permits are available at the Public Safety Office for any student, employee, or contract vendor temporarily driving a new or temporary vehicle other than one registered with the University, such as a rental car or borrowed car. Drivers may be required to present identification. Temporary permits are not transferable to other vehicles and are only valid on the dates indicated on the permit. Vehicles with temporary permits are subject to the same regulations listed herein for a regularly registered vehicle.
2.5 FAILURE TO REGISTER A VEHICLE
All vehicles that are not properly registered with Pepperdine and fail to properly display a valid parking permit/pass are subject to citation, immobilization, relocation or impoundment at the owner’s expense, disciplinary action, and/or ineligibility to operate a vehicle on University property.
2.6 FRAUDULENT ACTIVITY
Fraudulent activity, including, but not limited to, registering for the wrong permit, private transfer of any permit to another party, any attempt to modify or counterfeit any permit/pass, or failure to display a license plate following registration is subject to the potential loss of campus driving and parking privileges as well as serious disciplinary action by the appropriate individual(s).
Additionally, individuals may not use a permit they are not eligible to receive; for example, a student whose parent(s) work on campus may not obtain an employee parking permit or use the family car to park in an employee parking area. An individual is considered a student regardless of the number of classes the individual takes or what vehicle is being driven. For example, a student driving a car permitted to a faculty member must obtain the proper student pass and park appropriately in a student area. This rule applies to all scenarios: spouses, students, dependents, visitors, etc.
2.7 REGISTRATION EXPIRATION
Vehicle registration must be updated annually every August. Vehicle registration expires on the date indicated on the permit sticker. Vehicles displaying an expired permit are subject to citation.
2.8 TRANSFER OF OWNERSHIP
When vehicle ownership is transferred to another party within the campus community, the campus vehicle registration must be updated to reflect the new owner. Citations will be the responsibility of the owner associated with the vehicle as reflected in the vehicle registration portal.
Section 3 – GENERAL PARKING AND TRAFFIC REGULATIONS
3.1 GENERAL PARKING GUIDELINES
Vehicle registration does not guarantee the availability of a parking space at any given time. The vehicle's registered owner is responsible for locating an authorized and legal parking space. For purposes of these regulations, a legal parking space is defined as, as applicable, any available space in a location which complies with one’s designated permit, posted signs, direction from appropriate University personnel, and these regulations.
The ability to access a parking area does not imply authorization to park in the location; this includes, but is not limited to, those who may access a lot through a token, ID card, remote, or open gate.
Parking is prohibited in the following areas: pedestrian walkways, sidewalks, landscaped areas, construction areas, red zones, driveways, the road encircling lower residential road (“Res Road”), fire lanes, Alumni Park, campus walk (except where signs are posted), the CCB Loading Dock (except two designated, assigned spaces), the TAC Loading Dock, the CSOL Loading Dock, ends of aisles, non-marked spaces, gates, and any other area that would create a safety hazard or interfere with the access to, or use of, any campus facility.
Vehicles parked in lots may only occupy one space and must be parked within marked spaces.
When parking downhill, turn wheels towards curbs. When parking uphill, turn wheels away from the curb.
3.2 SPECIAL PARKING AREAS
Special parking areas designated throughout campus are described below:
- Blue Zones: These spaces are reserved for vehicles with a properly displayed DMV-issued accessible placard on the rearview mirror or have an accessible license plate.
- Yellow Zones: These spaces are reserved for University service vehicles or designated vehicles of specific University departments, such as Facilities Services or Mail Services.
- White Zones: These spaces are reserved for the (un)loading of passengers or freight, not to exceed five minutes.
- Green Zones: These spaces are reserved for special parking as designated by appropriate signs (e.g., visitor, carpool, or time metered parking).
3.3 ACCESSIBLE PARKING
Vehicles displaying a valid, DMV issued, accessible placard or license plate issued by a state government are authorized to park in a marked accessible space or any other legal space on the campus, including carpool and visitor areas unless otherwise specified. Placard abuse can result in the cancellation and revocation of the placard and loss of the privileges it provides and is punishable by an applicable penalty.
The original DMV issued “Disabled Persons ID Card” shall be presented to the Public Safety Office to register the accessible placard or license plate via this form. Please allow up to five (5) business days to process the registration
3.4 ELECTRIC VEHICLE (EV) PARKING
Those leveraging EV charging spaces will pay $0.35/kWh per hour for four (4) hours, after which there will be a flat fee of $20 per hour for the next two (2) hours. Vehicles parked in the EV-designated stall beyond the four-hour limit may receive a citation from Public Safety.
Non-electric vehicles parking in an EV designated charging stall are subject to citation and vehicle relocation.
Charging Stations in designated ADA accessible spaces require a valid and properly displayed DMV-issued accessible placard on the rear view mirror or have an accessible license plate.
Charging Stations located in the Main Visitor Lot are restricted to those with access to the lot.
3.5 RESERVED PARKING SPACES
Only authorized persons may park in visitor spaces or reserved spaces throughout campus. Failure to adhere to posted reserved parking signage will result in citation and vehicle relocation at the owner’s expense.
3.6 SPECIAL PERMITS AND PASSES
The Director of Public Safety, or their designee, may issue special passes for specific purposes. Recipients of a special pass must use it for the purpose for which it was issued.
3.7 VEHICLE STORAGE
No person may store, abandon, wreck, dismantle, repair, service, or render any vehicle inoperable on University property (work performed on University vehicles by University personnel is exempt). These vehicles are subject to citation, relocation or impoundment at the owner’s expense.
Oversized vehicles, including, but not limited to, RVs, campers, trailers, and buses, are not permitted to stay overnight on campus without prior authorization from the Director of Public Safety, or their designee.
No person may live, camp, sleep, or otherwise stay in any vehicle, trailer, camper, or RV, nor shall anyone store any such vehicle on campus, without prior approval by the Director of Public Safety, or their designee
Students continuing their enrollment can store their registered vehicle on campus during the summer months. The Vehicle Storage Request Form must be submitted prior to storing the vehicle, and the vehicle must be parked in the lot designated on the form. This form is also available on the Public Safety website. Vehicles stored without permission will be relocated or towed off campus at the owner's expense.
3.8 VEHICLE NOISE POLUTION
Vehicle alarms that do not reset in a reasonable amount of time may be disabled by Public Safety and are subject to citation, relocation or impoundment at the owner’s expense.
Vehicles creating a nuisance due to loud noise or malfunction are subject to citation, relocation or impoundment at the owner’s expense.
3.9 UNAUTHORIZED AREAS
Vehicles, including, but not limited to, bicycles, mopeds, mobility scooters, and motorcycles, may only be operated on roadways and in parking lots. Driving or parking is explicitly prohibited on pedestrian paths, sidewalks, landscaped areas, fire lanes, construction areas, inside University buildings, and in any other location that would constitute a safety hazard or interfere with the use of or access to University facilities (University service and emergency vehicles are exempt from this regulation).
Pedestrians will be given the right of way at all times on campus.
3.10 MOTORCYCLES
Motorcycles, including mopeds, must be appropriately registered with the DMV and display current DMV registration tags.
California helmet laws are enforced on campus. All riders must wear a helmet approved by the Department of Transportation, as the CVC specifies. Please review the DMV website for additional detail regarding appropriate helmets.
Motorcycles, including mopeds, should park in designated motorcycle parking areas where available. They are not permitted inside any campus building and may not drive or park on pedestrian paths or sidewalks.
3.11 UNAUTHORIZED GATE ACCESS
Unauthorized access to any gated lot, whether by way of a raised gate, a token, ID card, remote, or open gate, or tailgating, is prohibited and subject to loss of campus driving and parking privileges as well as serious disciplinary action by the appropriate individual(s).
Unauthorized use, distribution, procurement, or transmission of any tokens, hardware, codes, or wireless/remote codes to access any gated lot is prohibited and subject to loss of campus driving and parking privileges as well as serious disciplinary action by the appropriate individual(s).
“Res Road” is a fire lane and is not open to traffic except for service vehicles, emergency vehicles, and other authorized vehicles. Limited access during periods of large resident check-ins and check-outs is closely monitored. A Department of Public Safety Field Supervisor, or designee, must approve access during any other time.
3.12 JOHN TYLER DRIVE ROAD CLOSURE
Access to John Tyler Drive is restricted between 10:30 pm and 6:30 am each night. Unauthorized vehicles may not access this road during these hours. This policy is strictly enforced.
3.13 GENERAL TRAFFIC GUIDELINES
- Pedestrians will be given the right of way at all times on campus. Vehicles must stop for pedestrians at all crosswalks.
- U-turns over double yellow lines are prohibited.
- Crossing traffic lines to pass another vehicle is prohibited.
- Speed limits are enforced by radar. The speed limit for all parking lots is 5 mph and the speed limit for all campus roadways is 25 mph, unless otherwise posted.
- Vehicles must yield to all emergency vehicles, including Public Safety vehicles when emitting an emergency light or sounding a horn or siren.
- Anyone attempting to evade or “outrun” a Public Safety vehicle or Public Safety personnel creates a severe hazard to the University community and is subject to disciplinary action up to, and including, dismissal from the University.
Section 4 – DESIGNATED PARKING AREAS BY PERMIT
4.1 "R" PERMIT
The Resident, or “R”, permit is for students who reside on campus. Vehicles assigned a Resident, or “R”, permit, are limited to the following parking locations unless otherwise specified:
- Street Parking: Huntsinger Circle, John Tyler Drive, Lower Baxter Drive, and Benton Way;
- Enhanced Parking Lot “N”;
- Firestone Fieldhouse Lot (Lot P);
- Levels 4-7 of the Mountain Parking Garage;
- Terrace Lot (Lot I);
- School of Law Student Lot (Lot F, the un-gated portion);
- George Page Residential Lot (Lot H);
- Drescher Parking Structure (Lot Q); and
- Drescher Lots (Lots R, S, T, and V).
4.2 "T" PERMIT
The Towers, or “T”, permit, is available to resident students assigned to the Rockwell Towers Residential Complex. Only residents with this permit may park in the Rockwell Towers Lot (Lot K). Vehicles assigned a valid Towers, or “T”, permit may also park in all locations associated with the “R” permit (listed above) unless otherwise specified.
4.3 "C" PERMIT
The Commuter, or “C”, permit is issued to enrolled students at any of the schools on the Malibu campus who are not assigned to live on campus by Housing and Residence Life. Resident students who move off-campus must contact the Housing Office to modify their residency status to be eligible for a commuter permit. Vehicles assigned a valid Commuter, or “C”, permit are limited to the following designated parking locations unless otherwise specified:
- Street Parking: Seaver Drive, Huntsinger Circle, John Tyler Drive, Banowsky Blvd., Lower Baxter Drive, President’s Drive, and Benton Way. Please note, curbs along Seaver Drive and Banowsky Blvd which are painted green require a carpool pass;
- Firestone Fieldhouse Lot (Lot P);
- Enhanced Parking Lots “M” and “N”;
- Level 3 of the Mountain Parking Garage;
- Terrace Lot (Lot I);
- School of Law Student Lot (Lot F, the un-gated portion);
- Drescher Parking Structure (Lot Q); and
- Drescher Lots (Lots R, S, T, and V).
4.4 "S PERMIT
The Staff, or “S”, permit is issued to Pepperdine staff members parking on the Malibu campus. Vehicles assigned a valid Staff, or “S”, permit are limited to the following designated parking locations unless otherwise specified:
- Street Parking: Seaver Drive, Huntsinger Circle, John Tyler Drive, Banowsky Blvd., Lower Baxter Drive, President’s Drive, and Benton Way;
- Theme Tower Lot (Lot A);
- Firestone Fieldhouse Lot (Lot P);
- Enhanced Parking Lots ”M” and “N”;
- Level 3 of the Mountain Parking Garage;
- Terrace Lot (Lot I);
- Center for Communications and Business Lot (Lot E);
- School of Law Faculty Lot (Lot G);
- School of Law Student Lot (Lot F, the un-gated portion);
- Drescher Parking Structure (Lot Q); and
- Drescher Lots (Lots R, S, T, U, W and V).
4.5 "F" permit
The Faculty, or “F”, permit is available to designated faculty members. Vehicles assigned a valid Faculty, or “F”, permit may park in all locations associated with the “S” permit (listed above), unless otherwise specified, as well the following designated parking locations, unless otherwise specified:
- Chapel Lot (Lot C); and
- Main Lot (Lot B).
4.6 "AD" PERMIT
AD” permit is available to designated employees only. Vehicles displaying a valid “AD” permit may park in any legal parking space throughout the Malibu campus, unless otherwise specified.
4.7 "CV" PERMIT
The Contract/Vendor, or “CV”, permit is issued to individuals assigned to work on Pepperdine’s Malibu campus but not employed by Pepperdine University, such as vendors, contract employees, consultants, and business partners. Vehicles assigned a valid Contract Vendor, or “CV”, permit are limited to the following designated parking locations unless otherwise specified:
- Terrace Lot (Lot I);
- School of Law Student Lot (Lot F, the un-gated portion);
- Level 3 of the Mountain Parking Garage;
- Enhanced Parking Lot “N”;
- Firestone Fieldhouse Lot (Lot P);
- Drescher Parking Structure (Lot Q); and
- Drescher Lots (Lots R, S, T, and V).
4.8 "W" PERMIT
The "W" permit is available to members of the Wave Associates program, Malibu Country Estates homeowners, and University alumni. Vehicles assigned a valid “W” permit are limited to the following designated parking locations unless otherwise specified:
- Street Parking: Seaver Drive, Huntsinger Circle, John Tyler Drive, Banowsky Blvd., Lower Baxter Drive, President’s Drive, and Benton Way;
- School of Law Student Lot (Lot F, the un-gated portion);
- Terrace Lot (Lot I);
- Level 3 of the Mountain Parking Garage;
- Enhanced Parking Lots “M” and “N”;
- Firestone Fieldhouse Lot (Lot P);
- Drescher Parking Structure (Lot Q); and
- Drescher Lots (Lots R, S, T, V, and W).
Section 5 – ENFORCEMENT
As stated above in the EEO Policy (Section 1), Pepperdine prohibits unlawful discrimination and harassment. This policy includes conduct that occurs on Pepperdine's campus, while traveling on University business, or at University related social functions, whether on or off campus. The University does not tolerate unlawful discrimination and harassment of its employees by vendors, guests and other visitors to campus.
5.1 CITATIONS
Citations issued by the Department of Public Safety do not appear on a driver’s public driving record.
Citations may be issued by Public Safety employees following a review of information submitted in the LiveSafe app, via another appropriate form of reporting, or the result of patrol efforts.
Citations issued by Public Safety may be paid online. Fines issued on campus by the Los Angeles County Sheriff’s Department or California Highway Patrol must be paid at the designated county or state facility indicated on the issued citation. For students, citations not paid within 14 days will be transferred to student accounts and a registration hold will be placed on the student’s account until the citation is paid.
5.2 CITATION APPEALS
Citations may be appealed up to 14 days after issuance. Citation appeals initiated more than 14 days after issuance of the applicable citation are not accepted.. All citation appeals must be submitted via the Citation Appeal Form; appeals submitted in person or via email will not be considered. All citation appeals are carefully reviewed, and decisions are communicated via email. Once the appeal is adjudicated, the decision is final and not subject to further consideration.
To confirm, appeals are not accepted for any of the circumstances listed below:
- Driver was not aware, or did not have knowledge of, any Pepperdine University parking or traffic regulation;
- The time of day, night, or early morning hours impacted why the vehicle was parked in an unauthorized location;
- The vehicle was parked in an unauthorized location for only a brief time;
- There is an insufficient amount of parking in the desired location;
- Inclement weather impacted the reason the vehicle was parked in an unauthorized location;
- Extenuating circumstances, such as illness, a friend in need, deadlines, appointments, exams, large items to deliver, etc., impacted the reason the vehicle was parked in an unauthorized location;
- Temporary, Visitor, or Carpool parking pass did not have the time and date stamp out, or was placed anywhere other than the proper location in the appropriate manner;
- Recipient did not see or receive a citation;
- Other vehicles did not receive a citation for the same or similar violation or the recipient reports not receiving a ticket for the same or similar violation in the past;
- The registered owner no longer owns or is in possession of the vehicle; and
- The citation was issued while the vehicle was loaned to someone other than the registered owner.
5.3 VEHICLE IMMOBILIZATION
A vehicle may be immobilized by the affixing of a wheel-locking device for the following reasons: determine the vehicle owner’s identity; violation of parking or traffic regulations; the vehicle is without valid vehicle registration; the vehicle has three or more citations; or any other situation determined by the Director of Public Safety, or their designee.
The vehicle owner is required to pay all outstanding fines and immobilization fees (including any associated with the immobilization), sign a vehicle release form available from the Department of Public Safety, and, as applicable, register the vehicle before removal of the immobilization device.
Vehicles immobilized for more than three days are subject to citation, relocation or impoundment at the owner’s expense.
5.4 VEHICLE RELOCATION AND IMPOUNDMENT
A vehicle may be relocated to another place on campus if it:
- creates a hazard;
- damages University property;
- blocks or impedes the traffic flow on a roadway, a fire hydrant, a fire lane (including “Res Road”), accessible ramps, or entrances;
- is severely damaged;
- is parked in an electric vehicle charging station parking stall and not charging or not an electric vehicle;
- is parked in a space delineated for visitor or event parking; or
- as determined appropriate by the Director of Public Safety, or their designee.
A relocation fee will be charged in addition to any other parking citations.
Vehicles may be impounded for any reasons listed in this document’s immobilization and relocation section. A vehicle may also be impounded if left unmoved or abandoned for three consecutive days or has five citations. Impounding is at the owner’s expense.
5.5 CONSEQUENCES FOR MULTIPLE OR SERIOUS OFFENSES
Driving and parking privileges may be suspended or revoked due to severe or numerous
violations of parking or traffic regulations. Multiple or severe offenses may also
impact an individual’s eligibility to renew vehicle registration. As appropriate,
consequences related to these parking and traffic regulations may be imposed by the
Department of Public Safety, Human Resources, and/or Office of Community Standards.
